Plain-language change summary

The recent amendment to Bill HB 1908 clarifies procedures for evaluating a defendant's competency to stand trial. It specifically outlines that these evaluations must be conducted by qualified professionals, such as psychiatrists or clinical psychologists who have completed specialized training. This change is significant because it ensures that only trained individuals assess a defendant's ability to understand proceedings and assist in their defense, which can lead to fairer judicial outcomes.
