Plain-language change summary

The amendments to Bill HB 2041 clarify the authority of localities in Virginia regarding the establishment and regulation of parks and recreational trails. Specifically, the updated text now specifies the ability of local governments to create and manage systems for walking, hiking, biking, and horseback riding trails, and it includes provisions for all-terrain vehicles and off-road motorcycles. This change is significant because it allows localities to enhance community recreational opportunities and potentially attract more visitors, contributing to local economies and promoting healthier lifestyles.
