The recent changes to Bill SB 1198 update the rules around the distribution of hypodermic needles in Virginia. Now, certain individuals authorized by the State Health Commissioner can distribute hypodermic needles as part of a public health emergency program aimed at harm reduction. Additionally, the bill clarifies that these needles can also be dispensed alongside naloxone for overdose treatments and for prescribed medications at nonprofit facilities. These changes are significant as they aim to improve access to harm reduction tools, ultimately enhancing public health and safety during emergencies.
