Plain-language change summary

The amended text clarifies the procedure for the removal of elected and certain appointed officers by courts. It specifies that a circuit court can remove an officer for neglecting a clear duty, misusing the office, or being incompetent in a way that adversely affects their position. Additionally, it outlines the grounds for removal related to misdemeanor convictions involving controlled substances and drug paraphernalia, ensuring that such convictions have a material adverse effect on the conduct of the office. This change helps to provide clearer standards for the circumstances under which an officer can be removed from office.
