The recent amendments to Bill HB 2113 provide several clarifications and strengthen the procurement policies for the Virginia Economic Development Partnership Authority, the Virginia Tourism Authority, and the Innovation Partnership Authority. Key changes include a more detailed explanation of the procurement policies that must be adopted, ensuring competition, and explicitly prohibiting discrimination in the bidding process. These revisions are significant because they aim to enhance transparency and fairness in how these authorities operate and procure goods and services, promoting accountability in public spending.
