Plain-language change summary

The recent amendments to Bill SB 868 clarify the penalties for drivers who fail to stop for stopped school buses when children or vulnerable individuals are boarding or disembarking. The key change is that there is now a rebuttable presumption that the registered owner of the vehicle was driving it at the time of the violation, which can be challenged by the owner providing an affidavit stating they weren’t the operator. This change aims to enhance safety around school buses by making it easier to identify and hold accountable those who violate the law.
