The updated HB 2313 bill modifies how criminal history information is shared in Virginia. It has removed the requirement that only criminal justice agencies can use this information for employment screenings and clarified that it can also be shared with certain individuals and agencies under state or federal mandates that reference criminal conduct. This change matters because it broadens access to criminal history records, potentially improving compliance with various laws and ensuring that more entities can make informed decisions when required.
