The amendments to Bill HB 1934 clarify the process for reviewing proposed regulations in Virginia. They specify that the Department of Planning and Budget must conduct an economic impact analysis, detailing how the regulation affects local businesses and property values. This change matters because it ensures that lawmakers and the public are informed about the potential economic consequences before regulations are finalized, promoting greater transparency and accountability in the regulatory process.
