Plain-language change summary

The updated version of HB 2269 specifies that local school divisions must return unspent federal pandemic relief funds, such as ESSER or GEER funds, to the Virginia Department of Education by July 15, 2023, instead of the earlier March 1 deadline. It also removes the phrase "emergency exists," which indicated that the bill would take effect immediately upon passage. These changes matter because they provide local schools with a bit more time to manage their funds and ensure they are being used effectively for student support.
