The recent amendments to House Bill 2131 focus on clarifying the responsibilities of the Department of Criminal Justice Services in a two-year pilot program aimed at helping youth who are victims of sex trafficking. The revised version strengthens the program by emphasizing a collaborative effort with a multidisciplinary response team for better assessment and care for these victims. It also specifies that the program will include proactive operations to target buyers of sex services, with an explicit goal of reducing arrests of victims and providing them with support for education and life skills. These changes are significant because they prioritize the protection and rehabilitation of vulnerable youth rather than treating them as offenders.
