The amended text clarifies the process for council meetings in the City of Norfolk by specifying when newly elected council members will assume their duties and reinforcing the requirement for a meeting to be scheduled by ordinance prior to the election. Additionally, it maintains the mandate for at least one regular council meeting each month and outlines the conditions under which special meetings may be called. These changes aim to provide clearer guidance on the operations and scheduling of city council meetings.
