The changes in SB 6164 now require local organizations to take into account the needs of individuals with limited English proficiency when creating emergency communication plans. Specifically, they must consider the size of these language groups and their likelihood of being affected by emergencies, ensuring that notifications reach significant segments of the population. This amendment is important because it helps ensure that all community members, regardless of language barriers, receive critical information during emergencies, which can save lives and improve public safety.
