Plain-language change summary

The updated version of Bill SB 688 clarifies the process for determining a defendant's competency to stand trial or plead by specifying criteria for appointing evaluators. It ensures that evaluators must now be trained and approved by the Commissioner of Behavioral Health and Developmental Services, which enhances the quality and consistency of evaluations. This change matters because it aims to protect defendants' rights by ensuring that only qualified professionals assess their competency, thereby improving the fairness of the judicial process.
