Plain-language change summary

The amendment to § 32.1-176.5 of the Code of Virginia clarifies that the construction permit for a private well must be issued within 60 days from application and in accordance with the Board's regulations. Additionally, local governing bodies can set testing requirements for water quality before issuing building permits for those using private groundwater wells, while excluding Consolidated Laboratories from conducting these tests. These changes specify the timeline for permit issuance and the parameters for local water quality testing, ensuring that these processes are clearly defined.
