Plain-language change summary

The amendment to § 44-146.19 of the Code of Virginia clarifies the responsibilities of political subdivisions regarding emergency management. It specifies that each political subdivision must maintain an emergency management agency in line with state plans. Additionally, it outlines the appointment process for a director of emergency management, detailing who can serve in that role for cities, counties, and towns. This change matters because it establishes clear lines of authority and accountability in managing emergency preparedness and response efforts at the local level.
