The amended bill clarifies that each school board must submit an annual report detailing students' 9-1-1 addresses that lack broadband access, following specific broadband guidelines defined by the Virginia Department of Housing and Community Development. Additionally, the Virginia Department of Education is tasked with developing and publishing a framework and survey tool to facilitate this reporting process. The practical effect of these changes is to establish a clear procedure for collecting and reporting data on students without broadband access, which may inform efforts to improve connectivity in those areas.
