The bill updates § 38.2-6506 of the Code of Virginia, which governs the certification of health benefit plans as qualified health plans. The amended text clarifies that while plans must provide essential health benefits, they are not mandated to offer additional state-mandated benefits not included in that package, provided that there is at least one qualified dental plan available to supplement coverage. This change aims to ensure clear communication from health carriers about what benefits are included in their plans and to enhance the availability of dental coverage through the Exchange.
