Plain-language change summary

In the latest version of Bill SB 5151, the focus has shifted from granting the chief of staff signing authority to simply establishing the position within the Secretary of State's office. This means that the chief of staff will now have a role in overseeing the office's functions but will not be able to sign official documents like the previous draft proposed. This change is significant because it limits the chief of staff's responsibilities, potentially affecting how decisions and actions are carried out within the office.
