Plain-language change summary

The recently amended SB 50 includes changes to clarify the conditions under which individuals can use subaqueous beds (the underwater areas of bodies of water). Specifically, it adds a provision stating that a permit is not required for very small disturbances, termed "de minimis" activities, which simplifies regulations for minor projects. This change is important because it aims to encourage local activities while ensuring that larger, more impactful projects still require oversight, thereby balancing environmental protection with community needs.
