The updated version of Bill SB 152 clarifies the definitions within the Virginia Freedom of Information Act. Notably, it refines the definition of "electronic communication" to include various technologies better and strengthens the definition of "information" to specify that it pertains only to what is contained in public records. These changes matter because they enhance the transparency and clarity of government operations, making it easier for the public to understand their rights to access information.
