Plain-language change summary

The changes to SB 604 involve clarifying definitions related to animal care in Virginia's animal cruelty laws. Specifically, the term "abandon" has been updated to explicitly include not providing basic care for four consecutive days. Additionally, the terminology has shifted from "adequate care" to focusing specifically on "adequate feed" and "adequate exercise," giving clearer standards on what constitutes proper care for animals. These adjustments matter because they enhance the legal framework surrounding animal welfare, potentially leading to better protection for companion animals in the state.
