Plain-language change summary

The revised version of SB 6040 ensures that state-certified small, women-owned, and minority-owned subcontractors receive their payments within 30 days of the work being accepted by the state or municipality, regardless of when the prime contractor is paid. This change helps improve cash flow for these subcontractors, making it easier for them to manage their finances and continue operating effectively. Additionally, the amendment clarifies that any party not involved in a payment dispute is still entitled to prompt payment, reinforcing the obligation for timely compensation throughout the contracting chain. These updates aim to support diversity in public works contracting and strengthen the financial stability of smaller businesses.
