The amendment to SB 85 adds specific requirements for a special election in Martinsville regarding its transition from city to town status. Now, before the city can officially change its status, the circuit court must ensure that a majority of voters support the change through a ballot measure posed during the next November general election. This process is important because it empowers the residents of Martinsville to have a direct say in such a significant change in their city's governance. The law governing this requirement will expire on July 1, 2026, prompting urgency for the city to hold the election within that timeframe.
