Plain-language change summary

The revised version of SB 461 introduces a new article focused specifically on the certification of boiler operators in Virginia. Notably, the amendment makes the certification program voluntary instead of mandatory, meaning that individuals can choose whether or not to become certified without impacting their ability to operate boilers. This change is significant as it aims to provide flexibility for boiler operators while maintaining local acceptance of certification for those who decide to pursue it.
