Plain-language change summary

The amendment to SB 366 updates the age restrictions for wagering on historical horse racing in Virginia. Previously, individuals had to be at least 18 years old to place bets, but now the law specifies that no one under 21 years of age can use electronic gaming terminals for this purpose. This change aims to enhance age verification and reduce the risk of underage gambling, which is important for ensuring responsible gaming practices. The penalty for violating these rules remains a Class 1 misdemeanor.
