A new section is added to chapter 43.185A RCW to read as follows:
The legislature declares that it is in the public interest for the department to operate an affordable housing program and to establish a continuously renewable resource known as the housing trust fund to assist low and very low-income residents in meeting their basic housing needs, and that the needs of very low-income residents should be given priority.
