The amendment to § 58.1-609.1 of the Code of Virginia clarifies the conditions under which certain taxes do not apply. Specifically, it simplifies the language related to fuel tax refunds and removes references to specific exemptions that were previously in place. This change matters because it provides a clearer understanding of the tax exemptions, potentially affecting how exemptions are interpreted and applied in practice.
