The amendment to § 44-146.29:3 of the Code of Virginia establishes the Emergency Shelters Upgrade Assistance Grant Fund, which will be utilized to provide matching funds for localities to enhance emergency shelter infrastructure. The fund may be used specifically for backup energy generation systems and to improve the structural integrity of shelters. Importantly, any unspent funds at the end of the fiscal year will not revert to the general fund but will remain available within the Grant Fund for future use. This change ensures ongoing financial support for emergency shelter improvements.
