Plain-language change summary

The updated version of SB 6047 clarifies that the bill applies specifically to publicly owned natural gas utilities, as opposed to a broader category that included electric utilities and other government agencies. This change is important because it narrows the focus to natural gas utilities that need to balance public transparency with the confidentiality required under the climate commitment act when navigating greenhouse gas allowance auctions. Additionally, the bill now explicitly allows these utilities to hold executive sessions to discuss sensitive auction information without violating public meeting laws.
