1 SHBHB 1247 (2) "Commission""Board certified music therapist" means an individual who has completed the Washingtoneducation medicaland commission.clinical training requirements established by the American music therapy association, and who holds current board certification from the certification board for music therapists.
(3) "Department""Commission" means the departmentWashington ofmedical health.commission.
(4) "Music"Department" therapist" means athe persondepartment licensedof tohealth. practice music therapy pursuant to this chapter.
(5)(a)(5) "Music therapy"therapist" means thea clinicalperson andlicensed evidence-based use of music interventions to accomplishpractice individualized goals of music therapy clientspursuant byto employingthis strategieschapter. and tools that include but are not limited to:

(6)(7) "Secretary" means the secretary of health or his or her designee.

(5)and Meets(b) Completion of the certification board for music therapists examination, any othersuccessor qualificationsorganization, asor determineddocumentation byof thebeing departmenttransitioned ininto rule.board certification;
and (4) Meets any other qualifications as determined by the department in rule.
(3) Unless authorized to practice speech-language pathology, music therapists may not evaluate, examine, instruct, or counsel on speech, language, communication, or swallowing disorders or p.conditions.

(4) Before providing music therapy services to a client for an identified clinical or developmental need, it is recommended that the licensee shall review the client's diagnosis, treatment needs, and treatment.treatment with the health care providers involved in the client's care.
In addition to any other authority provided by law, the secretary has the authority to:
(1) Adopt rules under chapter 34.05 RCW necessary to implement this chapter.
Any rules adopted shall be in consultation with the committee;
(2) Establish all licensing, examination, and renewal fees in accordance with RCW 43.70.250 and 43.70.280;
(3) Establish forms and procedures necessary to administer this chapter;
(4) Issue licenses to applicants who have met the education, training, and examination requirements for licensure and to deny a license to applicants who do not meet the requirements;
(5) Hire clerical, administrative, investigative, and other staff as needed to implement this chapter, and hire individuals licensed under this chapter to serve as examiners for any practical examinations;
(6) Administer and supervise the grading and taking of examinations for applicants for licensure;
(7) Determine which states have credentialing requirements substantially equivalent to those of this state, and issue licenses to individuals credentialed in those states without examinations;
(8) Implement and administer a program for consumer education in consultation with the committee;

(10) Maintain the official record of all applicants and licensees;
and (11) Establish by rule the procedures for an appeal of an examination failure.

(3) "Grandfather clause" means a provision in a regulatory statute applicable to practitioners actively engaged in the regulated healthp. profession prior to the effective date of the regulatory statute which exempts the practitioners from meeting the prerequisite qualifications set forth in the regulatory statute to perform prescribed occupational tasks.
