Plain-language change summary

The updated version of House Bill 1551 now prohibits manufacturers, wholesalers, and retailers from selling any cookware with lead levels exceeding five parts per million. It adds that the Department of Health can adjust this limit if it's deemed necessary for public health. Importantly, it also removes the previous provision that would have exempted casual sales of secondhand cookware from this rule. These changes aim to tighten regulations on lead in cookware to better protect consumers, especially vulnerable groups.
