The amendment to HB 2310 clarifies the eligibility criteria for applying for a concealed handgun permit. It specifies that individuals who were unable to appear in person at a circuit court clerk's office due to COVID-19 restrictions, but who had contacted the office before January 1, 2021, can apply for the permit until April 30, 2021. This change is important as it provides a way for those affected by the pandemic to still access their rights to concealed carry permits without being penalized for circumstances beyond their control.
