Plain-language change summary

The updated version of Bill SB 5010 removes a specific exception for fentanyl or synthetic opioids, which previously allowed for certain medications administered during healthcare services. Additionally, it eliminates a clause that exempted certain Department of Children, Youth, and Families personnel from criminal liability under this section. These changes matter because they tighten the regulations concerning the use of controlled substances, potentially leading to increased accountability and stricter penalties for endangerment cases related to drug use.
