Plain-language change summary

The amendments to Bill HB 5041 clarify guidelines related to public health emergencies, specifically focusing on patient visitation and the management of discharge plans for substance-abusing, postpartum women. Key additions highlight the involvement of the infant's other parent and extended family in follow-up care, which aims to strengthen support networks for both the mother and the infant. This change is significant as it enhances communication and collaboration among family members during critical health situations, ultimately improving care outcomes.
