Plain-language change summary

The updated version of Bill SB 596 specifies that legislators must submit requests for funding items at least 10 days before the bill is voted on, ensuring more transparency and time for review. It also clarifies that only nonprofit corporations can receive funding, as long as they have operated continuously in the state and have a physical office, making the funding process more accountable and aimed at local benefits. These changes are important because they help ensure that taxpayer money is directed toward entities that have a proven track record and a connection to the community, preventing misuse of legislative spending.
