Plain-language change summary

The updated version of Senate Bill 495 changes the deadline for school districts and public school academies to develop their emergency operations plans. Instead of requiring these plans to be completed by January 1, 2020, the bill allows for them to be developed with the input of the public but does not specify a strict timeline. This change emphasizes the ongoing assessment of emergency procedures while prioritizing collaboration with local communities in shaping safety measures. It matters because it recognizes the importance of adaptive planning in school safety and ensures that stakeholders can participate in the process.
