The recent amendments to Bill SB 892 change the way cities can authorize the use of electric low-speed scooters. Instead of allowing executive orders, the revised bill specifies that cities of the second class A and third class must enact ordinances to permit these scooters as part of a micro-mobility pilot program. This shift gives local governments more control and ensures that decisions about scooter use are made through a formal legislative process, which can encourage better planning and public safety measures.
