Plain-language change summary

The amended bill now allows a notice of a past due utility bill, in addition to a notice of termination, to qualify customers for a LIHEAP Crisis Grant. This change is significant because it expands the criteria for assistance, helping more individuals facing financial hardship to receive support before their utilities are shut off. By acknowledging past due bills as proof of a crisis, the legislation aims to provide timely assistance to those in need.
