What changed in the latest version
54 added · 48 removedPlain-language change summary
The latest version of Bill HB 51 has replaced references to a fixed threshold for the Budget Stabilization Reserve Fund with a more flexible measure based on the "volatility rate" of the Commonwealth's total revenue sources. This change means that instead of simply needing to reach 20% of total revenue collections, the fund's health will now be assessed against how unpredictable those revenues are. This matters because it can lead to more responsive financial strategies, allowing the state to better manage its budget in unstable economic conditions. Additionally, some sections about loan restrictions have been clarified for easier understanding.
