to provide for the expenditure of proceeds in certain funds to which the Michigan DDM S01170'25 (S-1) 3afczg 1 strategic fund succeeds in ownership;
to provide for the expenditure of proceeds in certain funds to which the Michigan KAS S01170'25 (S-3)_SB213_APS_1 4d70ti 1 strategic fund succeeds in ownership;
(1) Not later than 1 year after the appointment of the members of the strategic advisory board, the strategic advisory board shall develop a strategic plan for specific economic development activities for the next 10 years, beginning with the year of the effective date of the amendatory act that added this section, for this state as a whole.

(2) Not later than September 30 of the year after the year in which the strategic plan is completed under subsection (1) and September 30 of each year thereafter, the MEDC shall update the strategic plan.
Upon completion, the strategic advisory board shall submit the strategic plan to the governor, the senate majority leader, the speaker of the house of representatives, and the MEDC.
(3) The strategic plan described in subsection (1) must include all of the following:
