Plain-language change summary

The changes to SB 109 simplify the funding process for the state hazard mitigation fund. Originally, $500,000 would be transferred for every $10 million excess in the disaster fund, but this has been changed to a flat $500,000 transfer at the end of the fiscal year, as long as the disaster fund maintains a balance of at least $75 million. This matters because it provides a more predictable and consistent funding approach for disaster preparedness efforts, ensuring that money is available for hazard mitigation when it's needed most.
