Plain-language change summary

The updated version of SB 283 adds specific language regarding how the children, youth, and families department must handle federal benefits for children in its custody. Notably, it specifies that the department is required to apply for these benefits, act as the child's representative payee, and provide financial literacy tools. This is significant because it ensures that children in state custody have better access to financial resources and are educated about managing them, promoting their financial stability and well-being. Moreover, it explicitly prohibits using these federal benefits to cover the department's own costs for the children's care, ensuring that funds go directly to supporting the children's needs.
