The updated version of House Bill 71 includes a new provision that allows for 50% of the excess extraction taxes suspense fund to be transferred to the Behavioral Health Trust Fund for three years. Additionally, it maintains an increase in the annual transfer to the Early Childhood Education and Care Program Fund. These changes aim to support both behavioral health services and early childhood education, reflecting a broader commitment to addressing mental health needs while also investing in the development of young children. This shift in funding priorities could have a significant impact on the availability of resources for both sectors in New Mexico.
