The health care authority shall = = 19 a l consult with the department of health when making grants to i a e r 20 counties and municipalities.
Funding may be used to cover a t m m 21 service, transportation and lease costs, including community-community-based d r e 22 based services and supports.
Not more than eight million c e s k 23 dollars ($8,000,000) may be used to establish or expand e a n b 24 behavioral health investment zones based on epidemiological u [ data and other source data that identify the combined incidence .229132.4 - 3 - of mortality related to alcohol use, drug overdose and suicide and on any other behavioral health data deemed necessary.
Any unexpended or unencumbered balance remaining at the end of a fiscal year 2029 shall not revert to the generalbehavioral health trust fund.
APPROPRIATION--HEALTH CARE AUTHORITY--REGIONAL PLANNING--CRISIS RESPONSE FACILITIES.--Seven million five hundred thousand dollars ($7,500,000) is appropriated from the general fund to the health care authority for expenditure in fiscale yeart 202517 and subsequent fiscal years 2026 through 2029 for use by the authority and for w l n d 18 grants to federally qualified health centers, counties and municipalities= and= 19 municipalities, Indian nations, tribes and pueblos and a l i a e r 20 behavioral health care providers based on the submitted a t m m 21 regional plans for twenty-four-twenty-four-hour hour crisis response facilities, d r e 22 associated services and technical assistance support.
Funding c e s k 23 may be used to cover service, logistic and lease costs not e a n b 24 eligible for medicaid funding on a multiyear basis.

APPROPRIATION--CORRECTIONS DEPARTMENT-- i a e r 20 REGIONAL PLANNING--SUPPORT FOR DISCHARGED PERSONS.--One million a t m m 21 three hundred thousand dollars ($1,300,000) is appropriated d r e 22 from the general fund to the corrections department, in c e s k 23 consultation with the health care authority, for expenditure in e a n b 24 fiscal yearyears 20252026 andthrough subsequent2029 fiscal years for use by the u [ department and for grants to counties based on regional plans .229132.4 - 4 - for discharge planning from correctional facilities and detention centers, and to assist discharged persons to connect with recovery support services and treatment and community-based behavioral health supports that supplement or enhance transitional services covered by medicaid.

Funding may also be used to support community-based mobile crisis teams and co-response coordination.
Not more than five million five hundred thousand dollars ($5,500,000) may be used by state agencies for regional mobile crisis and recovery response, intervention and outreach teams.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2029 shall revert to the behavioral health trust fund.

APPROPRIATION--HEALTH CARE AUTHORITY-- e a n b 24 BEHAVIORAL HEALTH PATIENT NAVIGATION.--Nine million dollars u [ ($9,000,000) is appropriated from the general fund to the .230521.5 - 9 - SFC/SB 2 health care authority for expenditure in fiscal years 2026 and 2027 to expand patient navigation to behavioral health services through a no-wrong-door approach through updates to the YES-NM customer portal and the find help closed-loop referral system to facilitate direct and immediate connections to available behavioral health services for individuals, providers and care coordination teams.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2027 shall revert to the behavioral health trust fund.
SECTION 16.
APPROPRIATION--LEGISLATIVE FINANCE COMMITTEE--BEHAVIORAL HEALTH AUDITS AND EVALUATION.--One million dollars ($1,000,000) is appropriated from the general fund to the legislative finance committee for expenditure in fiscal year 2026 and subsequent fiscal years to implement Section 9 of the Behavioral Health Reform and Investment Act.

Any unexpended or unencumbered balance remaining at the end of fiscal year 2028 shall revert to the behavioral health trust fund.
SECTION 19.
APPROPRIATION--BOARD OF REGENTS OF THE UNIVERSITY OF NEW MEXICO--PROJECT ECHO.--One million eight hundred thousand dollars ($1,800,000) is appropriated from the general fund to the board of regents of the university of New e t 17 Mexico for expenditure in fiscal years 2026 through 2028 to w l n d 18 facilitate training through project ECHO for behavioral health = = 19 care providers and behavioral health services to patients.

Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the behavioral health trust fund.
SECTION 21.
APPROPRIATION--HEALTH CARE AUTHORITY-- CERTIFIED PEER SUPPORT.--Ten million dollars ($10,000,000) is appropriated from the government results and opportunity program fund to the health care authority for expenditure in fiscal year 2026 for regional certified peer support workers, justice liaisons, regional behavioral health services division staff and administrative staff and to implement Section 9 of the Behavioral Health Reform and Investment Act.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2026 shall revert to the government results and opportunity program fund.
