Plain-language change summary

The amended version of Bill HB 421 introduces the "Business Security Assistance Act" and adds important definitions related to businesses and certified vendors. Notably, it clarifies that a "certified vendor" can be either a pass-through entity or a business incorporated under state laws, which broadens the eligibility for those who can provide security services. This is significant because it expands the pool of vendors who can participate in the program, potentially enhancing security options for businesses in New Mexico.
