APPLICABILITY.--The provisions of this act apply to all members appointed to the boards of regents of the state educational institutions enumerated in Article 12, Section 11 of the constitution of New Mexico and all members of the governing boards of other public post-secondary educational institutions after the effective date of this act and to h current members with at least one year of the members' terms u » r left to be served after the effective date of this act;
