A new section of the Public Assistance Act is e t 17 enacted to read:

The authority shall develop annual federal a t m m 21 supplemental nutrition assistance program state outreach plans d r e 22 to promote access to the benefits of the federal supplemental c e s k 23 nutrition assistance program.
Each year, the authority shall e a n b 24 submit the annual state outreach plan to the food and nutrition u [ service of the United States department of agriculture on or .228826.3 before the deadline specified by the food and nutrition service.

The authority may contractually require an entity with which the authority partners for services related to developing or implementing an annual state outreach plan to seek gifts, grants or donations to fund the development or implementation of the annual state outreach e t 17 program.
