Plain-language change summary

The latest version of Senate Bill 300 now specifies that the $10 million appropriation is directed to the higher education department rather than being a general fund allocation. This change is important because it clarifies which government body will manage and distribute the funds for adult literacy programs. Additionally, the revised bill notes that any unused money by the end of fiscal year 2027 will return to the general fund, ensuring that funds are monitored and not left unspent.
