The revised version of Bill SB 358 adds funding specifically for the New Mexico Department of Agriculture to support equine rescue facilities and services. Key enhancements include a focus on basic and emergency veterinary care, alongside providing essential resources like shelter, food, and training for both rescued horses and the organizations that care for them. By removing the emphasis on improving infrastructure and instead concentrating on direct support services, this change matters because it aims to ensure that immediate needs for animal welfare are prioritized, ultimately improving the conditions for at-risk equines in the state.
