Plain-language change summary

In the updated version of House Bill 356, a clarification was added stating that replacement wells located within one hundred feet of the original well are not subject to protest. This means that if someone needs to replace their well, they can do so without facing challenges from others, which could streamline the process. Additionally, it allows for a request for a hearing if someone feels aggrieved, providing a way for concerns to be formally addressed. This change is important because it aims to facilitate access to water resources while still ensuring that disputes can be resolved.
